I use this: install some CVS sofware then - checkout module "xml-fop", branch "fop-0_20_2-maintain" when commited fixes there are - run build when checkout id done - use new build/fop.jar

Sounds like bug #10287, see http://nagoya.apache.org/bugzilla/show_bug.cgi?id=10287. The above URI is too xerces-specific, other parsers refuse to use it correctly.
