I think fop has some difficulties in understandig ports (:8080).
FOP uses pure java URLConnection and has nothing to do with any ports on its
own. But marco should make sure
http://localhost/cocoon/mount/html-pdf/qual.jpg is accesible from the place
where FOP is running.
