The version of fop that i am using is fop-0.20.3 on a linux machine.

You simply can't use percentages for some measurements, it's not
yet implemented. I thinkin most of these cases, in particular in
case of height&width for fo:external-graphics, the only workuing
alternative is to use measurements with length units, like cm or in.
