I have no idea. Many people hacked around in FOP, and there
are rather weird and ugly stretches of code. The whole
block/line interaction appears to be, well, grown rather
than designed. This happens.

Was planned this week, but will certainly be postponed because
PDF encryption integration is still unfinished (actually, that's
what I should be doing right now :-/).
You can donwload the maintenance branch from CVS, look into
your FOP docs for advice.
