No, it's a bug, a more insidious variant of the text drop bug #13464.
Actually, the text is dropped, not overwritten by the image. This
happens:
1. An area is created on the first page. A line is created in this
area, and the text is added.
2. It is attempted to add the image to the line, which fails because
of lack of space.
3. The block is left open, which means the line in progress is not
added to the block.
4. A new page with a new block area and a new line is started, and
the image is laid out there.
Work around: Either don't inline images which are higher than the
font size, or be sure that they wont be laid out near the edge of
a page and spill over.
This kind of ugly problems is tackled in the redesign.
