I just searched through the archives and the bug lists, and don't see this addressed anywhere. I recommend opening a bug issue -- see http://xml.apache.org/fop/bugs.html#issues_new for instructions. In the mean time, consider using jimi until this can be resolved -- see http://xml.apache.org/fop/relnotes.html#FOP+0.20.5 for instructions.
