You can experiment with negative letter spacing:
  <fo:wrapper letter-spacing="-1pt">&#xFE70;&#xFEFB;</fo:wrapper>
I have no idea whether this could work in FOP.

Alternatively, use a SVG, the ultimate problem solver (once you've
figured out the measurements).

The spacing should be -2pt . Now I have to make FE70 larger than FEFB, but that seems simpler.
