IIRC, <fo:block/> is ignored by FOP (or rather the XSL-FO spec indicates it should be ignored).
I don't think so. There are ambiguities in the spec regarding <fo:block/>, but it is certainly not to be ignored, and FOP 0.20.5rc1 and CVS handles it probably correctly.
