Hmm, that's an error from Excalibur ComponentManager (Avalon stuff). I guess you'd better ask this question again on cocoon-users, but....
...the error message could hint at the fact that Cocoon either couldn't find "fo2pdf" or that the initialization of "fo2pdf" has failed (and therefore the component isn't available). Have a look at your Cocoon's log file a bit further up. Maybe there's another error message indicating that something went wrong during initialization of "fo2pdf".
