Multi-pass rendering? Including PDF files?

Hey Folks,
I'd like to render three different PDFs with FOP and then combine them 
into one composite PDF.  For example:

PDF 1:
  ============
  |  Hello   |
  |          |
  |          |
  ============
PDF 2:
  ============
  |          |
  |  World   |
  |          |
  ============
PDF 3:
  ============
  |          |
  |          |
  |  !!!!!   |
  ============
Would all be combined into:
  ============
  |  Hello   |
  |  World   |
  |  !!!!!   |
  ============
Is there a good way to do this with FOP?  With another tool?  I'd rather 
not do SVG includes.
