Use a footnote:
<fo:block>previous block</bo:block>
<fo:block><fo:footnote><fo:inline/><fo:footnote-body>
<fo:block>last block</fo:block></fo:footnote-body>
</fo:block>
You'll get null pointer exceptions if the footnoted block wont fit
on the page though.
