Does the empty block look like this :

or like this :

<fo:block></fo:block>

?

Why I'm asking is because a thread was started last week about a
problem with line-breaks & I remember someone pointing out that
'<fo:block />' renders a content area containing nothing.
Perhaps this could be the reason for your problem?
