No. You'll have to produce a separate file for each page and include
them individually.
How do you think should multi-page TIFF files be handled? Should
the pages be aggregated, and in which way, should breaks allowed
between renderings of the various pages, or... ? The FO spec is
not concerned with this kind of structured graphics, they assume
a graphic will created a single rectangular area and that's it.
Without a good idea how FOP should behave support for multi-page
graphics is hard to implement.
