Ok, I'll double check the latest release; I am using fop
0.20.5 rc(dated: 05/21/03).
On a side note; how do I search bugzilla, and submit a bug if I think I have found one ?

Hi Rob,
what version of FOP are you using? There have been a few changes to leader
behaviour since FOP-0.20.5rc. A quick search of bugzilla showed a couple of
recent bugs relating to leaders, i.e. #19341 is similar to what you
described but appears to be fixed in 0.20.5
