I've updated the java.security file for both jdk's. I'm running Eclipse out of the old JDK (1.4.1_02), and have the Eclipse JRE set to the old JDK as well. I followed the instructions for BouncyCastle on upgrading the JCE policy files to the unrestricted version.

Did you add the bouncy castle provider to the java.security properties for the JDK Eclipse uses? Then there's also the policy file, although this may not apply to you.
