Look at Krysalis Barcode (http://www.krysalis.org/barcode, Apache-style license). It provides, among other things, a Xalan-Extension that creates barcodes in SVG which can easily be rendered by FOP.
A FOP extension that can render directly to PDF and PostScript is on its way, but not quite ready yet. At the moment the detour over SVG/Batik is still necessary.
