I apologize. I used a concrete example to describe an abstract problem. I actually do not know the size of the image. Why I do want is for it to maintain its scale inside a 3inX3in block.

SVG is a bit more interesting, you are better off declaring it to have 3"x1.5" measurements right from the start.
