I have not been able to get position-absolute to work for block-container, using the latest release of fop.
I've tried every permutation and combination I could think of.
It would greatly help us determine the problem if we had a snippet of your code (include the "container" of your block-container as well--for example, if the fo:block-container is nested within a fo:table-cell element, that would explain why it doesn't work--as I understand fo:block-container elements are not supported inside fo:table-cell element).

If so, could someone provide a working snippet?
don't use them yet, although I might in the future to ensure an address appears in an envelope window. You might also check the archives as well, as this topic has been pretty popular over the last few weeks.
