If you upgrade to FOP 0.20.5, I know there are rather extensive fo2pdf-tests available in the distribution jar. ( that version, btw, includes xerces 2.2.1 and xalan 2.4.1, and I know from experience that it works with xalan 2.5.1 as well... ) Just a suggestion. Let us know if it works.
