100% agreed, I think this is a clear case of 'overkill' so to speak...

You can define a table with a header (in the flow) which is repeated across
the pages through the specified 'table-omit-header-at-break' attribute, or
you can define the header as a static content on the page (in the
region-header), allowing you to change it on odd/even pages for instance...

Hey, you can even have both, if you really need to.

But *the* suggestion to the original poster would be to do a little more
XSL-FO homework, because I'm afraid the flexibility offered by FO is being
completely missed here...
