I'm sure I'm missing something, but I can't find the answer in the list
archives or the FAQ.  I downloaded FOP 0.20.5 and ran the build.bat
script in C:\apache\fop-0.20.5\examples\servlet>.  Then I dropped the
fop.war file into Tomcat 4.1.29 (on Windows 2000).  

The README file says to visit:
> http://localhost:8080/fop/servlet/FopServlet?fo=readme.fo
> Tip: If you have problems using Internet Explorer, try this URL:
> http://localhost:8080/fop/servlet/FopServlet?fo=readme.fo&ext=.pdf

Both of those say "javax.servlet.ServletException: readme.fo (The system
cannot find the file specified)"

There is no readme.fo in the .war file, but I found it in
\examples\fo\basic.  One poster to this list said he had put the file in
/path/to/tomcat/bin, so I tried that.  I gather there is a problem with
IE 6 (neither of the links worked, but just showed garbage characters)
but it worked with Netscape.

I tried putting readme.fo in WEB-INF/classes under the fop webapp and
got file not found again.  Should readme.fo be included in the .war
file, and where is the appropriate place to put it?
