This has only just been discussed in a separate thread. There are XSLT stylesheets out there that convert XHTML to XSL-FO (and then to PDF). For example;

However, FOP doesnt support the full set of features available in XSL-FO. And since antenna house's formatter supports more features youll get errors if you try to use this stylesheet. I suggest you take this stylesheet and refine it to work with FOP.
