What about OpenOffice? The save file is gzipped XML. Have a look at forrest for samples on how to deal with it.
M$ Word 2003 can save "WordML", which a few people seem to be getting excited about. You may be able to transform it to XSL-FO. But I dont know if that helps, as your user base will likely be working with older versions of M$ Word.
