The XSL-Fo concept for this is keep properties. However, their implementation is limited in FOP to table-rows. On a table-row you can put keep-together="always", and then the contents of the row will be moved complete to a new page if only part of it fits on the previous page. I suggest that you put the 4 blocks you mention inside a table with one column and put keep-together="always" on each row.
