It cant be done with FOP today. You could always modify the code and implement this feature. Patches will be most welcome.
Keep in mind, that patches should be made to the HEAD branch, as development is frozen on the MAINTENANCE branch (fop-0.20.5 is part of the MAINTENANCE branch). Patches for the MAINTENANCE branch, unforunately, it probably won't be officially integrated into the development process.
Put another way, any PATCHes submitted, are preferred as a unified 'diff' against the HEAD branch.
