The FOP Resources page [1] has many tools which may fit your need. Among the tools I've spotted there, are the MPL Formatting Objects Authoring tool[2] and shareware FOEditor[3]. In addition, there's the html2fo[4], wh2f0[5] and RTF2FO[6].
