Hi,
as far as I know, FOP does not support fulltext search with TT fonts.
Although I'm far from being a TTF specialist, I remember that this topic has been discussed occasionally on the list. You may scan the archives for more information (sorry, I cannot give you any precise reference).
Anyway, your PDFs will not be searchable when you involve TT fonts. This feature is only supported with the built-in fonts such as Helvetica (which only covers Latin-1 I guess) and Postscript fonts.
Therefore I'd recommend to use a cyrrilic PS Level 1 font for your purpose.
