Sorry. As with many open source applications with a development staff made up primarily of volunteers, release schedules are pretty hard to come by.

You can always download the most recent CVS snapshot from here[1]. Be advised, that this is a 'redesign' of the fop-0.20.x series, and things which work in fop-0.20.5 may not work in this snapshot.
