Yes, FOP 0.20.5 does support Japanese. All you required is to create a font metrics from a font file that support Japanese, e.g. MSGothic found in Windows. Then, register the font metrics file as documented in the following :-
http://xml.apache.org/fop/fonts.html
Afterwards, you may referenc the font in your FO. I followed the instructions and succeeded to create PDF with Japanese characters.
