How do you go about using an image (say TIFF) and superimposing your text data in it? Is that even possible in FOP?
Use background-image http://www.w3.org/TR/xsl/slice7.html#background-image
If you want to use TIFF images, you'll have to install additional libraries which are not distributed with FOP.
