Inheriting properties for footnote bodies isn't well implementend in FOP 0.20.5. You can try two things: 1. Add the page width explicitely to the fo:block in the footnote body (enclose everything in an additional block if you have more than one). I suspect you will still get problems. 2. Use a two column table instead of a list.
