I never liked horizontal navigation, mostly because IMHO it doesn't scale. As a user I have problems when there are many items and it's easier to scan through a vertical list than a horizontal list. As a developer you have the same problem: you're really limited in space which leads to a small number of top level items which can lead to unnatural groupings (which I think Foreman suffers from).
