I'd say this is more a question for foreman-users, but since we're here. There is an Infoblox DHCP plugin that does this for you. I haven't used it personally, but it should work. https://github.com/theforeman/smart_proxy_dhcp_infoblox is the git repo, but it's easier to just use the correct options in the installer.
