they say it's fixed in pulp 2.4.1. I'm running 2.8.x and it doesn't work.

As a workaround you can use hammer cli:

e.g.

hammer -u admin repository upload-content --organization-id 1 --path 
/modules --product "Puppet modules" --name "Puppet modules"

works perfect :)
