After changing the "virt_type" to kvm and restarting the Openstack Compute 
services, any new VMs that are provisioned from Foreman does get the finish 
script.  The VM builds off the Openstack Centos 7 image, but does not get 
the customized finish script that we have for our environment.  This does 
work when the "virt_type" is set to qemu, but need to use because of 
Windows images in scope for this Openstack environment.

The VM's status in Foreman stays as "Pending installation" and the VM does 
not get puppet installed.

This is a simple Openstack setup: 1 server, Packstack All-in-one install, 
flat network.
