Hello Chris, I am a foreman newbie myself but did you register katello as a content host yet? rpm -ivh https://<katello host>/pub/katello-ca-consumer-<your katello host and version>.noarch.rpm subscription-manager register [--org=<your-org> --activationkey=<your ak>] ?
