Those packages were removed from epel as you mentioned.  I do not
believe foreman 1.12 was updated to include the new packages.

The foreman 1.13 repos (for Katello 3.2) that are being maintained for
el6 provides a rubygem-sinatra that should install:
https://fedorapeople.org/groups/katello/releases/yum/foreman/1.13/el6/x86_64/

So your choices are:

1) install Katello 3.2 with el6 using the above repo for foreman packages
2) Move to el7 for either 3.1 or 3.2

3.2 is the last release to support el6 so I would HIGHLY recommend you
go to el7.
