So does this mean that you can't upgrade to 3.3 if you have the remote execution plugin installed/enabled? I'm running into the same error.
In my case I'm attempting to upgrade to get a newer Pulp to resolve this: https://pulp.plan.io/issues/2344 ...which basically allows Pulp to work with a proxy when the upstream is https.
