The proxy just declares the main DHCP class and a single pool - see: https://github.com/theforeman/puppet-foreman_proxy/blob/master/manifests/ proxydhcp.pp#L27-L43 If you need anything more complex, you'll want to set managed => false and then use puppet-dhcp directly with your own pools.
