I had this same problem and found a workaround. You can append hiera config to /usr/share/foreman-installer/config/foreman.hiera/custom.yaml.
I pieced this together from reading https://github.com/theforeman/kafo in the "Configuring Hiera" section. If you look at /usr/share/foreman-installer/config/foreman-hiera.conf, you'll see how the foreman-installer loads additional hiera config from custom.yaml, and you can write a "puppet::dns_alt_names" key there. Side note: my first attempt was to configure the puppet module by writing to the katello-answers.yaml file.
