If the Smart Proxy Content is set to "on demand" and the Katello server is down it will fail for Content it has not already got. You could leverage Pulps Alternative Content Source feature to get the Foreman Proxy Content to use another source other than the Katello server, although I'm fairly sure the installer will wipe that configuration away when ran.
