Look into ntpasswd? http://home.eunet.no/~pnordahl/ntpasswd/
The source code might be a great place to start. Other than that, John Woram wrote a series of books on the '9x registry. They were good reading back in the '90's and helped me write a series of articles of my 'Zine on the power of the registry before the NT kernel started to take over on the desktop. Many of the things in the registry from back then still hold true all the way up to Windows XP Home and Windows Server 2003. I haven't checked, but it's possible that Woram continued his works and has written more about the NT-based registry in newer versions of windows as well. I know at the time he was a popular author of magazine articles. I can't recall which magazines I saw him in though.
