At rPath, we very intentionally didn't bake it into a command line
argument because we knew people would use it and it would break our
model of truly reproducible builds.

Basically, most OS imports you don't need it.  We didn't do that to
bootstrap rPL2 from rPL1, even though they were significantly different.
As far as I know, the only other time we did this was for the initial
RHEL encapsulated import.

Ultimately, it's only a shortcut and never necessary, and it is only
useful when you are in source code anyway, so I'd really rather not
implement this as a feature that breaks the reproducible build model.
