That is my fault.  I did during the bootstrap. Not sure what the license should 
be moving forward. 

Luckily this is just a  bootstrap and will be thrown away so it can change to 
whatever is decided on during the real import.

I didn't look into the details of the license yet, but all recipes of
the fedora import are licensed under Apache License 2.0. I wonder if
it would make sense to change the default to that license for fl3 too.
Any Opinions on that?
