fl:2-qa is a preliminary stage to whatever goes to fl:2. so it makes
sense that it 'acts' as fl:2 (as it will be a straight promote to it
later).
if you want it for non installed packages to look in fl:2-qa just mod
the iLP (install Label Path) , either your users' conaryrc or the system
wide's one
