My system has the following:
$ conary q --path=/etc/conary/config.d/zforesight
foresight-conary-config-devel:config=0.1-2-1

$ cat /etc/conary/config.d/zforesight
excludeTroves       []

The qa installLabel line should be added to that zforesight file....
