Good point.

I think that is merely a symptom of the lack of core distro
experience and time to fix the issues that prevent promoting --
when fl:2 was more closely related to rpl:2-qa, it was promoted
often -- sometimes more than once a day, certainly several times
a week.

In my proposed world, -qa would actually become *more* important;
-devel would be where individual foresight packages would be built,
and -qa would really be where the integration with the base OS
would happen.
