since a few days (or more) #foresight-devel is without operator control.
unfortunately the channel is not registered so the only option to regain
control is to get everyone to leave the channel voluntarily at the same
time. [*]
this is dificult to coordinate. because not everyone is online at the
same time and some people are connected but not really online at all
(because busy, not paying atention, etc)
in order to not force discussion to stop i think it is easier if we move
discussion to a new channel and tell everyone to go there.
#fl:devel comes to mind here.
later when the operator control is restored, the channels can be merged
with a redirect.
further, we should register all foresight channels in use and ensure
that we have a list of people who can manage the registrations.
the current list of people in #foresight-devel is:

doniphon foresight JohnWelborn pscott alKevin
eMBee gxti kenvandine slagle TForsman
which pretty much makes up the list of people who are in the channel
all the time. (all others are not really a problem because they are only
in the channel if they are actually on the computer)

we should ensure that all channels are registered and have a sufficient number
of people listed with access rights in chanserv. (should be more than one
active person)
[*] if we can convince freenode staff that we should own the channels which we
can potentially do because we are a registered organization with freenode then
they can give us ops, but such a process can take months. (tried it in another
channel, in the end we managed to get the channel empty first)
the person doing this needs to be accepted as a representative of foresight for
freenode first, (which i believe to be psccott at the moment)
