There are deps that should keep them in sync.  Wonder what happened?

Sure -- we just wanted to test the changes to genmodel on various
real-life systems to make sure that we didn't miss anything while
making the changes.

I'm confused, too.  Try that update with --model-trace=emacs:runtime
and see if it helps clarify any.

We're not entirely satisfied that update semantics are perfect; see
CNY-3555 for an example where the semantics are showing up in a way
that seemed surprising.
