if you don't want to replace everyone at each turn then the term should
be at least twice as long as an election turn.

so if elections are to be once a year then the term would need to be
two years.

now two are replaced, in a year another two (asuming that doniphon stays)

however i think there should be an option to reelect someone who has
been a council member before.

this would open up the room for rotating the council seats among the
active members even if we don't get new members. if reelection is not
possible then we are forced to find new members which could cause issues
if we are not successful with that.

another approach could be to say that every year two need to be
replaced, but it doesn't matter which two, it could be that 3 stay the
same for a longer time and 2 get rotated. this would allow a relatively
stable team but allow us to bring in new blood into the council anyways.

in general though i think forcing a replacement is not really helpful.
in our history it seems that the need for replacement came automatically
anyways because council members become inactive.

maybe it is more important to define what constitutes an active council
member and make it easy to replace inactive ones as opposed to forcing
people to end their term even if they are continuously active.
